What the ΠΕΑ is

The Energy Performance Certificate (ΠΕΑ) is the official document that classifies a dwelling on an energy scale running from Α+ (most efficient) down to Η (least efficient). It is based on an on-site inspection and evaluates insulation, windows and doors, heating and cooling systems, and other energy-related characteristics of the property.

For the Anakainisi Katoikias (Anakainizo 2026) programme, the ΠΕΑ is a mandatory entry requirement — the application process cannot begin without it. It provides the objective, standardised measurement that proves both the dwelling's starting condition and the improvement achieved after the renovation works are complete.

Why Anakainisi Katoikias requires it

The programme requires two ΠΕΑ: one before and one after the renovation works. The first ΠΕΑ must show an energy class Γ or below — i.e. Γ–Η — only dwellings that genuinely need an energy upgrade are eligible. A property already rated Β or Α+ cannot be admitted to the programme.

After the works are finished, the second ΠΕΑ must demonstrate that the dwelling improved by at least one energy class (for example, from Ζ to Ε, or from Δ to Γ). This improvement is a precondition for the final subsidy disbursement — without the second ΠΕΑ the programme cannot be closed out and the funds are not released.

What it costs and how long it takes

Indicatively, issuing a residential ΠΕΑ costs around 60–150 €, depending on floor area and dwelling type (apartment, detached house, etc.). Actual fees vary by inspector and property, so it is worth getting two or three quotes before committing.

On timing: once the on-site inspection is done, the certificate is typically issued within a few working days. A ΠΕΑ is valid for 10 years under general rules, but for Anakainisi Katoikias you need a fresh certificate both before and after the works — even if an existing valid ΠΕΑ is already on file for the property.

Who issues it

A ΠΕΑ can only be issued by a certified energy inspector — an engineer (civil, mechanical, electrical, or similar discipline) registered in the Energy Inspectors Registry maintained by the Ministry of Environment and accessible at buildingcert.gr. A homeowner cannot issue one themselves; it is impossible both technically and legally.

The inspector visits the property, records all energy-relevant features (insulation, glazing, mechanical and electrical systems), and enters the certificate into the national electronic system. In most cases, the same engineer who prepares the technical file for the programme can also issue the ΠΕΑ, saving you time and coordination effort.

Is it covered by the programme?

Yes — and this is one of the most practical advantages of Anakainisi Katoikias. Both ΠΕΑ (before and after works), together with the engineer's fee, the Electronic Building Identity (ΗΤΚ) and any required permits, are covered 100% up to 2,500 €. Importantly, this amount sits on top of the main 36,000 € subsidy ceiling — it does not eat into it.

The legal basis is ΦΕΚ Β' 3058/2026, article 6 §5. In practice this means the administrative and certification costs do not reduce the subsidy available for the actual renovation works — they are funded separately.

Do I need a ΠΕΑ both before and after the works?

Yes, both are required. The first ΠΕΑ (before works) documents the dwelling's initial energy class and proves it is eligible (class Γ–Η). The second ΠΕΑ (after works) proves that an improvement of at least one energy class was achieved — a mandatory condition for the subsidy to be paid out.

Which energy class qualifies for the programme?

The first ΠΕΑ must show energy class Γ–Η — that is, dwellings that genuinely need upgrading. Properties already rated Β or Α+ are not eligible for Anakainisi Katoikias.
