What is the "Anakainisi Katoikias" program?
It is a state subsidy program (ESPA 2021-2027) for renovating and lightly upgrading the energy efficiency of old homes, so that closed or aged properties return to use. It was established by Joint Ministerial Decision 86272/EX2026 (Government Gazette B' 3058/02.06.2026), with a total budget of about 480 million euros.
Who is eligible?
Natural persons who own or hold usufruct of a home and meet the income and asset criteria. Use the calculator to check whether you qualify and for how much.
What are the income limits?
There are two income categories. Category I: single up to 18,000 €, family 25,000 €, single-parent 28,000 €. Category II: 25,000 € / 35,000 € / 39,000 € respectively. The limits rise by 5,000 € for each additional child (tax year 2025, Art. 3).
What is the subsidy rate?
The base rate is 80% for Category I and 70% for Category II. With bonuses (e.g. children, vulnerable groups) it can reach up to 95% for Category I and up to 85% for Category II.
How much money can I get?
The maximum eligible cost of works is 36,000 € (300 €/m² × 120 m²). The subsidy rate is applied to that amount. On top, up to 2,500 € of auxiliary costs are covered (see below).
What do the 2,500 € auxiliary costs cover?
They cover the engineer's fee, the building's Electronic Identity, two Energy Performance Certificates (PEA) and permits — up to 2,500 €, at 100%, on top of the 36,000 € ceiling.
Which works are covered?
A combination of renovation works and light energy/functional upgrades (e.g. electrical, plumbing, window frames, painting, insulation). Renovation works must make up 60–80% of the total.
What does a "closed" vs "open" home mean?
The program distinguishes "closed" homes (declared vacant on the E2 form or non-electrified for a defined period) and "open" homes. The goal is to mobilize inactive housing stock.
Does the home need to be old?
Yes. Eligible homes have a building permit issued by 31.12.1990 and an energy class from Gamma to Eta. Newer or more energy-efficient buildings generally do not qualify.
What is the completion deadline?
Works must be completed by 31.12.2028 (Art. 11). The eligibility pre-check is open from 15 June 2026 and the eligibility certificate can be issued until 24 August 2026, while final funding applications start on 1 September 2026.
How do I apply?
You apply online through the state platform (gov.gr / Housing Policy Portal, stegasi.gov.gr) using your TaxisNet credentials.

In what order am I paid? Do I spend my own money first?
Yes. The subsidy is paid into a special account in your name: the 60% advance is released after you first deposit your own 40% (own funds or a loan) through the bank, and the remaining 40% plus the auxiliary costs are paid after the works are completed and certified (Art. 12).
What if I don't have the money for my own share?
You can finance your share with a bank renovation loan or a "green" loan. The four big banks (National Bank, Piraeus, Eurobank, Alpha Bank) offer such products (rate roughly Euribor + spread + the Law 128/75 levy of about 0.12% for housing) and the loan combines with the subsidy. Rates are indicative and change — ask the bank for its current price list.
Can it be combined with "Exoikonomo" or other programs?
Double funding of the same expense is not allowed: you cannot receive both "Exoikonomo" and "Anakainisi Katoikias" for the same work. Compatibility details are specified in the Implementation Guide.
Is VAT covered?
Yes. The ceilings (300 €/m², 36,000 €, 2,500 €) are defined including VAT.
What documents are needed?

Is the old "Anakainizo – Noikiazo" wave still active?
It is a different program. According to the Housing Policy Portal (stegasi.gov.gr), the earlier "Anakainizo – Noikiazo" wave concerns repairing a home for rent and has its own terms. The 2026 "Anakainisi Katoikias" is a new, standalone program.
Is there a floor-area limit?
Up to 120 m² are subsidized (300 €/m²). For families with 3 or more children the home may be up to 150 m², but still only 120 m² are subsidized.
What if my income is above the limits?
If your income exceeds the Category II ceilings, no subsidy is available through the program. You can still renovate using a bank "green" or repair loan.
How reliable are the calculator's figures?
