What is Anakainisi Katoikias
A subsidy programme for renovating older homes, with a €500m budget targeting roughly 20,000 properties. Rolled out in two phases: first closed properties to be let, then owner-occupied homes (Anakainizo – Katoiko).
Who qualifies
- Homes with a building permit issued up to 31.12.1990.
- Floor area up to 120 m² (subsidised area).
- Energy class Γ or below on the first ΠΕΑ — i.e. homes that genuinely need upgrading (classes Γ to Η).
- Income limits · Category I (lower incomes): single €18,000, couple €25,000, single-parent €28,000 · Category II: single €25,000, couple €35,000, single-parent €39,000 · +€5,000 per child in both categories. If your 2025 income exceeds the limit, the 2023–2025 three-year average is used instead.
- Enhanced coverage (+5 pp/group) for: people with disabilities, single-parent and large families (three or more children), residents of mountainous and island areas — up to 95% (Cat. I) / 85% (Cat. II).

How much it covers
The subsidy reaches €300/m² for up to 120 m² — i.e. up to €36,000 per property (no additional amount per child). Coverage is 80% (Cat. I) / 70% (Cat. II), rising by +5 percentage points per vulnerability group (mountainous/island area, single-parent or large family, disability), up to 95% / 85% respectively. Auxiliary costs (engineer, ΠΕΑ, building identity, permits) are covered 100% up to €2,500.

Which works are covered
The budget splits between renovation works (60–80%) and energy interventions (20–40%). At least a one-class energy upgrade is required, with an Energy Performance Certificate (ΠΕΑ) before and after.

What obligations you take on
- Keeping the home as a main residence — owner-occupied or on a long-term let — for at least 5 years after renovation.
- A 3-year rent freeze for the first period (where the home is let).
- A ban on short-term (Airbnb-type) letting for 5 years.
- Completing the works within 18 months of the approval decision and no later than 31.12.2028.
- Funds are paid into a special account in the beneficiary's name: a 60% advance once the owner transfers their own 40% share via the bank, and the remaining 40% (with the auxiliary costs) after the completion check.
The first step: a legality check
Before anything else, the property must be planning-compliant (πολεοδομικά νόμιμο). Any unauthorised constructions or planning issues must be regularised before you apply — otherwise the application is rejected.

That is why the first person you need is an engineer (μηχανικός). They handle:
- the legality check and matching the declared square metres to the official records;
- the Electronic Building Identity (Ηλεκτρονική Ταυτότητα Κτιρίου);
- the Energy Performance Certificate (ΠΕΑ) before and after the works;
- the technical file and the small-scale works permit, where required.
