What the Electronic Building Identity is

The ΗΤΚ is the electronic file gathering a building's (or individual property's) data and drawings: permit records, floor plans, any unauthorised-works settlements, and certificates. Why the programme needs it

For the «Renovation of a Home» application to be approved, the property must be planning-compliant, and that compliance is captured in the ΗΤΚ. Without a completed identity, the file is incomplete — so issuing or updating the ΗΤΚ is one of the first steps of preparation.

The process step by step

1. Appoint an engineer — you authorise an engineer to handle the identity.
2. Site survey & document gathering — permits, drawings, titles, any settlements.
3. Legality check & square-metre matching — comparing the real state against official records; spotting unauthorised works.
4. Registration & issue — the engineer submits the data to the ΤΕΕ system and the Completeness Certificate is issued.

Cost and timing

Cost depends on the property type and condition. Indicatively, for an apartment with no pending issues it is around €150–400, and higher for a detached house or a property needing settlements. Issuing usually takes a few days to two weeks, depending on drawing availability. These figures are indicative — request a quote for your case.

Relationship to the legality check

The ΗΤΚ is directly tied to the legality check and the matching of square metres. If unauthorised works or discrepancies surface, they must be settled before the application — otherwise the property is not eligible. In practice the identity is also a first "health check" of your file.

Covered by the programme

The ΗΤΚ is one of the auxiliary costs (alongside the engineer's fee, the EPCs and the permits) covered 100% up to €2,500, on top of the €36,000 subsidy ceiling. ΦΕΚ Β' 3058/2026, Article 6 §5
