What the Electronic Building Identity is
The ΗΤΚ is the electronic file gathering a building's (or individual property's) data and drawings: permit records, floor plans, any unauthorised-works settlements, and certificates. Why the programme needs it
For the «Renovation of a Home» application to be approved, the property must be planning-compliant, and that compliance is captured in the ΗΤΚ. Without a completed identity, the file is incomplete — so issuing or updating the ΗΤΚ is one of the first steps of preparation.

Relationship to the legality check
The ΗΤΚ is directly tied to the legality check and the matching of square metres. If unauthorised works or discrepancies surface, they must be settled before the application — otherwise the property is not eligible. In practice the identity is also a first "health check" of your file.
